What it does on IRC and other chat systems- formats the line as an action instead of as a statement. For example, I could do ` /me waves ` and it would come out as " * Toksyuryel waves ".

Usually in italics. Simple and an amusing chat feature.. /me raises fist in solidarity with Toks

It's longer and less obvious than just surrounding your emote with asterisks, but I don't see how it could hurt.
