Attempts should be made to create a welcoming environment in any public chat. This includes regulating any rude behaviour: swearing, trolling, or harassment, for example. This is especially important for the premium chat as it is one of the selling points of Premium accounts, and allowing it to turn into a cesspit would turn away some players who would otherwise have considered investing in shield tokens.
Of course, you are welcome to make your own rules and create whatever environment you like in private chats such as your guild chat and whispers.
This is a chat to give ideas, not a private chat to talk any way you wish- If it were set up to not be that way, sure then make it no rule/moderate rules, but however, since this is a chat where premium users can give ideas for the game I'll say uh no, that's not needed in the slightest...If you want an unmoderated chat, etc. there's plenty of chat sites you can go to and have people join you there for unmoderated chat :)
