Gut rock bass manual possibly wrong

I've done 52 actions of gutting rock bass and haven't seen a single +3 tiny fish chunks. I know it could be RNG but after 50 actions and only 3 possible rolls ( 1 - 2 - 3 ) it's becoming very unlikely. Is the 3 drop maybe very rare? Or is the manual just wrong and it should be 1-2 tiny fish chunks and not 1-3?

It does seem that for some actions, the outputs aren't uniformly distributed throughout the range. "Saw 2 logs into boards" is listed as giving 2-4 boards, and should average out to 3, but getting 4 boards is so rare that after over 1000 attempts, the average seems more like 2.5.
