Can't turn off Welcome chat channel

In chat settings, I've unticked the box for "Welcome". Since there's no Welcome chat channel in the dropdown, I assume it's meant to disable login ("Welcome to the chat" and "... has joined" messages) and registration messages. However, I'm still getting them even after refreshing the page.
